We've received a ton of applications for this program, but unfortunately many guilds have not followed the directions which included this very crucial step: 2. Ensure that each player patches to the Public Test Server and logs into it before submitting your team list via email. If you did not follow that step, we will be unable to copy your guild over to Public Test, so please make sure you have followed all the directions in this blog post before submitting your list.

Just to make sure you're patched (and that Bioware knows it), it may be nice to actually log on and create a character on the test server if the test server is online now (I did this last week). Probably use a different character name to make sure that it doesn't screw with the character transfer.
I have no clue how they can determine on their end if you've actually finished downloading the patch, but if they have a record of you actually logging on to the test server with a specific character then there's no doubt.
